Publication of the Keilekwartier Area Ambition

From port area to vibrant live-work district: yesterday, the Area Ambition Document (GAD) for the Keilekwartier was published. The GAD outlines a cooperative vision for the future in which urban development is connected to what has already emerged and been learned. The municipal executive board (B&W) has submitted the GAD to the city council; the discussion will take place alongside the previously approved Marconikwartier. The document was prepared by the Municipality of Rotterdam, De Urbanisten, and GROUP A architects in collaboration with the Keilecoöperatie.

The document builds on years of collaboration between the municipality, creators, cultural institutions, and (social) entrepreneurs. It acknowledges the value of existing initiatives and first allows space to further deepen this collaboration before large-scale planning begins. As Alderman Chantal Zeegers says: “Thanks to the unique collaborations with the existing parties in the area, a new part of the city will emerge here in Merwe-Vierhavens with at least 3,000 homes. This is truly about building the city together.”

The document translates the principles from the M4H Spatial Framework into concrete area ambitions: space for experimentation, a mix of living, working, culture, and making, and attention to landscape, social, and economic resilience. In this way, the Keilekwartier will become a cooperative, creative, and natural ecosystem where existing initiatives have a full-fledged place.

GROUP A prepared the document together with the Municipality of Rotterdam, De Urbanisten, and the Keilekwartier area cooperative. Building on the collective approach in the Keilepand, the GAD represents the next step for us in shaping collectivity at the area level. We design and program from and for the community so that the area becomes a cooperative, resilient, and circular ecosystem in which initiatives can grow and collaboration is the driving force of urban transformation.
