Keilekwartier Area Ambition Document

Building a Resilient Urban District Together

The Keilekwartier, part of the M4H district, is transforming from a former port and industrial area into a future-oriented makers district. Together with the Municipality of Rotterdam and De Urbanisten, GROUP A prepared the Area Ambition Document in close collaboration with the Keilekwartier Area Cooperative. The document establishes the shared ambitions, conditions, and aspirations for a resilient, circular, and inclusive urban district where work, culture, and social interaction are at the heart of development. Strong Community and Cooperative Structure

Keilekwartier is home to an active community of pioneers, cultural institutions, and social initiatives. The Keilekwartier Area Cooperative brings together residents and users of the area and collaborates with the municipality on a shared vision for its future. Cooperative collaboration is a core principle, ensuring that value remains within the area while supporting long-term social and economic sustainability.

Preserving and Strengthening Identity

The area retains its distinctive character while continuing to provide space for makers, cultural initiatives, and affordable workspaces. Public spaces, green and blue infrastructure, and characteristic buildings serve as landmarks, connected through a network of pedestrian and cycling routes. This creates a cohesive urban district where existing qualities are preserved and enhanced alongside new developments.

Space for Experimentation and Flexibility

Keilekwartier functions as a living laboratory where learning, making, and temporary uses play a central role. The program allows for growth and adaptation, enabling new forms of urban life to emerge over time. Temporality and flexibility are key drivers of innovation and local engagement.

Sustainability and Circular Economy

Sustainability is a guiding principle in both the spatial design and programming of Keilekwartier. Soil and water systems shape spatial development, with a strong focus on climate adaptation, greening, biodiversity, and urban ecosystems. Shared energy systems, collective mobility solutions, and communal facilities, combined with material reuse and circular design principles, ensure that the district is future-proof and aligned with Paris Proof ambitions.

Building the Future Together

The Area Ambition Document provides a flexible framework for the medium and long term. It serves as a guide for future development while fostering collaboration, co-creation, and shared responsibility. In this way, Keilekwartier will evolve into a vibrant, resilient, and inclusive makers district where everyone can contribute to a shared future.
